Rules & categories
Rules run in three stages, in priority order within each. Order decides the outcome.
Stage 1: Pre stage0 rules
Runs first, before anything else has looked at the transaction. Renames merchants and normalises descriptions.

Stage 2: Default stage0 rules
Runs after merchant memory and MCC/biller hints. The first matching rule, in priority order, sets the category; rules below it are skipped for that transaction.

Stage 3: Post stage0 rules
Runs last, after the model has filled any gaps. Every matching rule runs: tags, notes and exclusions, never the category.
